The Corporation of the City of St. Thomas (the City) is issuing this Request for Pre-Qualification (RFPQ) to solicit responses from interested, qualified, contractors (Respondents) who can undertake the Technology Trail Construction project as noted in the RFPQ documents.

The Technology Trail Construction project will commence in Spring 2025. The project will extend a new 4 lane arterial roadway from the newly constructed Highbury Avenue/Highway #3 intersection to PowerCo Parkway. Strategic coordination between surrounding internal and external construction projects will also be required to achieve project success. Strict, non-negotiable deadlines will also need to be achieved.

This is the first stage in a two-stage process. It is anticipated that a request for tender will be issued within 180 days after the closing time of this RFPQ. 

The City’s intent is to pre-qualify construction companies, who will ultimately be invited to bid on the first phase of the Technology Trail Construction project in late 2024.

Contractors who are successful in the Technology Trail Construction RFPQ – Phase 1 project will automatically be invited to bid on the Phase 2 portion of the project when it is tendered at a later date.

The City may choose to issue an additional RFPQ prior to Phase 2 at it’s discretion to further augement the previously pre-qualified contractors list.
