The City of St. Thomas is looking to engage a qualified Design-Builder to construct a new child care facility. The method of construction will be determined by the Design-Builder; however, the City is open to any option that will ensure the strict timelines of the project are met including modular build options. The facility is subject to Provincial grant funding and must be substantially complete by December of 2026. The City has noted in Appendix D preferences, but these are not musts. It should also be noted that at this time, the City is exploring other opportunities to construct a second, larger facility at a to-be-determined site. This RFQ will be used to short-list Respondents for potential future projects.
The proposed timeline is considered the most important part of the project. To meet strict Provincial funding guidelines, Substantial completion must be obtained in December to ensure licensing is obtained before the end of 2026
