The Corporation of the City of St. Thomas (the City) is issuing this Request for Pre-Qualification (RFPQ) to solicit responses from interested and qualified contractors (Respondents) who are capable of undertaking the Talbot Street Trunk Sanitary Sewer Replacement project as noted in the RFPQ documents.

The Talbot Street Trunk Sanitary Sewer Replacement project will commence in Spring 2026. The project will consist of reconstructed roads, sidewalks, sanitary sewers, watermains, storm sewers, and other key components that will provide critical infrastructure to the Yarmouth Yards Industrial Park for the interim period prior to construction of the City of St. Thomas’s new Dalewood Water Reclamation Facility (Dalewood WRF). Strict, non-negotiable deadlines will also need to be achieved.

This is the first stage in a two-stage process. It is anticipated that a request for tender will be issued within 180 days after the closing time of this RFPQ. 

The City’s intent is to pre-qualify construction companies, who will ultimately be invited to bid on the Talbot Street Trunk Sanitary Sewer Replacement project in early 2026.
