The Corporation of the City of St. Thomas (the City) is issuing this Request for Pre-Qualification (RFPQ) to solicit responses from interested, qualified contractors (Respondents) who are capable of undertaking the Yarmouth Yards Earthworks and Servicing – Phase 4 (YYES3) project as noted in the RFPQ documents. The YYES4 project will commence in Spring 2026. The project will consist of a new pedestrian bridge west of the rail bridge, large diameter storm sewers, grading, topsoiling, and multi-use paths will provide critical infrastructure to the Yarmouth Yards Industrial Park. Strategic coordination between surrounding construction projects will also be required to achieve project success. Strict, non-negotiable deadlines will also need to be achieved. This is the first stage in a two-stage process. It is anticipated that a request for tender will be issued within 180 days after the closing time of this RFPQ. The City’s intent is to pre-qualify construction companies, who will ultimately be invited to bid on the YYES4 project in early 2026.
