The City of St. Thomas (City) is soliciting bids for Consulting Services for a Transit Strategic Plan. The project description and scope of work (collectively, the “Work”) for this project are as set out in this Request for Proposal (RFP), as may be amended by addendum issued by the City. The St. Thomas Transit Strategic Plan is intended to review existing transit initiative, understand the current system challenges and how to address the growing needs of customers within a mature transit service. The purpose of this RFP is to secure a qualified consultant team to perform a comprehensive review of the current transit system, prepare a Strategic Plan which includes budgetary capital along with operating costs, and provide recommendations for service changes. |
