The Corporation of the City of St. Thomas (the City) is issuing this Request for Pre-Qualification (RFPQ) to solicit responses from interested and qualified contractors (Respondents) who are capable of undertaking the St. George and Pearl Street Construction project as noted in the RFPQ documents.

The St. George and Pearl Street Construction project will commence in Spring 2026. The project will consist of reconstructed roads, sidewalks, sanitary sewers, watermains, storm sewers, and other key components relating to the separation of combined sewers and reduction of inflow and infiltration at the St. Thomas Pollution Control Facility to preserve and provide capacity for development. Strict, non-negotiable deadlines will also need to be achieved.

This is the first stage in a two-stage process. It is anticipated that a request for tender will be issued within 180 days after the closing time of this RFPQ.
The City’s intent is to pre-qualify construction companies, who will ultimately be invited to bid on the St. George and Pearl Street Construction project in early 2026.
