This Request for Proposals (the “RFP”) is an invitation by the Corporation of the City of St. Thomas (the “City”) to prospective respondents to submit Proposals for For-Profit Operator Licensed Childcare Spaces for St. Thomas/Aylmer/Elgin County As Part Of CWELCC, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). There are a total of up to 42 spaces available. Located between Toronto and Detroit in southwestern Ontario, the City of St. Thomas is a growing community home to almost 45,000 residents. Known for its rich railway heritage, this vibrant community blends small-town charm with urban conveniences, offering beautiful parks, a bustling downtown, and various cultural and recreational amenities. The city supports a dynamic economy, fostering industries from manufacturing to technology, and provides high-quality services to ensure residents’ well-being. The Corporation of the City of St. Thomas (“the City’) as the (Designated Consolidated Service System Manager/CMSM) has received additional funding under the Canada-Wide Early Learning and Child Care (CWELCC) system to support the creation of up to 42 additional licensed child care spaces in St. Thomas and Elgin County for for-profit operators. A parameter of the new spaces allocated is that no more than 10 percent of child care spaces in a CMSM will be allocated to for-profit operators. It is expected that at least one Operator will be selected by the City; however, the City reserves the right to split spaces between operators based upon the review of RFP Submissions.
