The Corporation of the City of St. Thomas (the City) is issuing this Request for Pre-Qualification (RFPQ) to solicit responses from interested and qualified contractors (Respondents) who can undertake the Woodworth Avenue Reconstruction project as noted in the RFPQ documents. The Woodworth Avenue Reconstruction project will commence in the Spring of 2026. The project will consist of reconstruction of roads, sidewalks, deep sanitary sewers and forcemains, watermains, storm sewers, and other key components that will provide critical servicing to accommodate growing demands on infrastructure throughout the City of St. Thomas. The project is the first of three reconstructions in a series of projects to upgrade and install the sanitary conveyance paths to the new Dalewood Water Reclamation Facility. Strategic coordination with other City and MTO construction projects will also be required to achieve project success. Strict, non-negotiable deadlines will also need to be achieved. This is the first stage in a two-stage process. It is anticipated that a Request for Tender (RFT) will be issued within 180 days after the closing time of this RFPQ. The City’s intent is to pre-qualify construction companies, who will ultimately be invited to bid on the Woodworth Avenue Reconstruction project in the Fall of 2025.
